近日，再度成為輿論焦點，國內英文媒體在相關報道中提到“”時，都表述為“Taiwan question”。

例如，在7月28日國防部例行記者會上，國防部新聞局局長、國防部新聞發言人吳謙大校針對“美政府近期批準新一輪對售”的問題稱，臺灣是中國的臺灣，純屬中國內政，不容美方干涉。

中國日報的報道寫道：

When commenting on the United States' recent moves concerning Taiwan, Wu said the Taiwan question is purely an internal affair of China and brooks no interference from the US.

有不少讀者向小編提問，為什么“”翻譯成“Taiwan question”而不是“Taiwan issue”？

要回答這個問題，我們要先搞清楚question和issue的區別。

Question和issue的區別

▌Question

Question通常指對某件事有疑問，從而提出問題以尋求解答。

A question is something that you say or write in order to ask a person about something.

例如一些機構網站上會有FAQ（“常見問題”）的頁面，英文就是frequently asked questions，或“一問一答”欄目， Q&A（questions and answers）。

Question對應的是answer，一個question總是有一個答案，或者期待能獲得解答。

▌Issue

Issue通常指值得探討的復雜問題，它總是伴隨著爭議（controversy）和艱難的決定（difficult decisions）：

an important topic that people are discussing or arguing about重要議題；爭論的問題

尤其多指人們談論或者爭論的一個議題或話題（topic），例如，社會問題（social issues）、環境問題（environmental issues）和政治問題（political issues）。例句：

Global warming is a serious issue that must be addressed sooner rather than later.全球變暖是一個嚴肅議題，必須盡早處理。

在日常使用當中，issue也可以用來談論工作中的問題（problems at work）。

This issue keeps coming up again and again.這個問題一直反復出現。I just spoke with Karen. I think we might have an issue. 我剛跟凱倫聊過，我覺得我們之間有點問題。

這個詞的常用搭配是“have issues”，通常指一個人心理上或者情感上不健康（mentally or emotionally unhealthy），可能需要心理醫生（psychiatrist）的幫助。

She has serious anger issues.她有很嚴重的易怒傾向。Trust issues are one of the leading causes of breakups.信任危機是人們分手的最主要的原因之一。

此外，表達你不喜歡或不同意某事，可以用詞組“have an issue with ___”

I'm having an issue with John's refusing to do the dishes.約翰不肯洗碗，我對此很不滿。

“”怎么翻譯？

關于，我們都很清楚，世界上只有一個中國，臺灣自古以來就是中國領土神圣不可分割的一部分。（There is only one China in the world, and Taiwan is an inalienable part of China.）

屬于中國內政，不屬于有爭議的國際問題。要得到解決，海峽兩岸必須統一，這一點是明確的，不具有商量余地、更不存在巨大爭議，故而不能使用“issue”。

例如，外交部發言人汪文斌在5月23日的記者會上說：

純屬中國內政，不容任何外來干涉。在涉及中國主權和領土完整等核心利益問題上，中方沒有任何妥協退讓余地。

The Taiwan question is purely China’s internal affair that brooks no foreign interference. On issues concerning China’s sovereignty and territorial integrity and other core interests, China has no room for compromise.

曾擔任中央編譯局譯審的徐梅江發表過一篇《翻譯創新與標準譯法——十六大文件翻譯札記》的文章，其中提到：

參加英文翻譯組的人員中有兩位來自外交部，一位是前外交部翻譯室主任、駐外大使、現外交部翻譯室特聘專家，另一位是副司級外交官，他們都具有豐富的翻譯經驗。特別是十六大報告中關于外交部分的譯文，他們起了把關的作用。給我印象最深的是，他們說，“”應譯為 the question of Taiwan 或 the Taiwan question，絕對不可譯為 the issue of Taiwan 或 the Taiwan issue。問題、實現祖國的完全統一是不容討論的，不容任何國家和外來勢力的干涉。據美國韋氏詞典，issue的相關含義恰恰是a point, matter, or question to be disputed or decided。毫無疑問，我們不能在這里使用issue這個詞。“”譯為the question of Taiwan或the Taiwan question是規范的譯法。當翻譯涉及敏感的政治問題時，我們必須慎之又慎。

所以，將“”翻成“Taiwan question”是符合我國原則立場的表述。
